If you are planning to apply for a permanent license for a two wheeler vehicle, you may be surprised to know that you need to submit a driving school certificate as a mandatory document. This requirement was introduced by the Ministry of Road Transport and Highways in 2022 to ensure that all drivers have undergone proper training and assessment before getting their license.

However, this requirement may pose some challenges for some applicants, especially those who live in remote areas where there are no driving schools that offer training and certification for two wheeler vehicles. Moreover, some applicants may have already obtained a learning license and completed their self-learning period under the guidance of their guardian, as per the previous rules. In such cases, submitting a driving school certificate may not be feasible or necessary.

If you are facing such a situation, you can write an application to the Regional Transport Officer (RTO) of your area and request for an exemption from the driving school certificate requirement. Format of the application

  • The salutation, such as “Respected Sir/Madam” or “Dear Sir/Madam”.
  • The body of the letter that contains the following paragraphs:
    • The introduction paragraph that briefly introduces yourself and your request.
    • The main paragraph that explains the reasons for your request and provides supporting evidence or documents.
    • The conclusion paragraph that summarizes your request and expresses your hope for a positive response.
  • The complimentary close, such as “Thanking you” or “Yours sincerely”.
  • Your name and signature at the bottom right corner.

Points to include in the application

The application should be clear, concise and courteous. You should avoid using any slang, informal or emotional language. You should also avoid making any false or exaggerated claims. You should focus on presenting your facts and circumstances in a logical and respectful manner. Here are some points that you should include in your application:

  • Your learning license number and validity period.
  • The date when you applied for the learning license and the option of self-learning that you chose.
  • The details of your self-learning period, such as how long you practiced, under whose guidance, what skills and knowledge you acquired, etc.
  • The date when you approached the RTO office to apply for the permanent license and the information that you received about the driving school certificate requirement.
  • The difficulties that you face in obtaining a driving school certificate, such as lack of availability, distance, time constraint, etc.
  • The urgency of obtaining your permanent license, such as moving to a different city, pursuing higher education, commuting needs, etc.
  • The assurance that you have followed all the rules and regulations during your self-learning period and that you are a responsible and safe driver.
  • The request for an exemption from the driving school certificate requirement on humanitarian grounds.
  • The copies of your learning license, Aadhaar card and proof of admission to the higher education institution (or any other relevant document) attached with the letter.

Respected Sir/Madam,

I am writing this application to request you to exempt me from the requirement of submitting a driving school certificate for obtaining a two wheeler vehicle license. I have the following reasons for making this request:

  • I have already obtained a learning license for two wheeler vehicle on 23/03/2023 which is valid till 22/09/2023. My learning license number is HR12/2023/123456. I was given the option of self-learning under the guidance of my guardian during this period.
  • I have completed my self-learning and acquired sufficient skills and knowledge of driving a two wheeler vehicle. I am confident that I can pass the driving test and obtain a permanent license.
  • However, when I approached the RTO office to apply for the permanent license on 15/09/2023, I was informed that I need to submit a driving school certificate as a mandatory document. This was not mentioned to me when I applied for the learning license.
  • There is no driving school in Rohtak that offers training and certification for two wheeler vehicles. The nearest driving school that provides this service is in Delhi which is 70 km away from my residence.
  • I have only 7 days left before my learning license expires. It is not possible for me to enroll in a driving school, complete the training, obtain the certificate and apply for the permanent license within this time frame.
  • I need to obtain my permanent license as soon as possible as I am moving to Mumbai for pursuing my MBA degree. Having a valid license will help me in commuting and managing my expenses.

Therefore, I request you to kindly consider my situation and grant me an exemption from the driving school certificate requirement. I assure you that I have followed all the rules and regulations during my self-learning period and that I am a responsible and safe driver.

I hope you will understand my predicament and do the needful at the earliest. I have attached copies of my learning license, Aadhaar card and proof of admission to the MBA college for your reference.
